Positive Developments for Nonprofits at the State House

Last month, we highlighted several concerning bills introduced in this legislative session that could have negatively impacted the nonprofit sector. Today, we’re pleased to share some encouraging updates.

Three bills that posed potential challenges to nonprofits have been recommended as inexpedient to legislate (ILT)* by their respective committees:

  • HB531 – This bill sought to impose annual limits on the amount of charitable gaming revenue that could be distributed to a single charitable organization.
  • HB588 – Related to the distribution of revenues generated from historic horse racing parimutuel pools.
  • HB625 – Aimed to enable municipalities to levy payments on nonprofits based on a percentage of their assessed property values.

These bills will now move to the full House for consideration on March 6th.

*Inexpedient to legislate (ITL) – Recommendation in a committee report that a bill should be defeated. If the full Senate or House adopts the report, the bill is killed.
