House Finance Committee Advances Amendment to HB2, Adjusting Charitable Gaming Revenue Allocation
On Monday, March 24, Division II of the House Finance Committee adopted a new amendment to HB2, proposed by Rep. Joe Sweeney, allotting 10.5% of Video Lottery Terminal (VLT) tax revenues to charities and nonprofits.
This is an improvement from the representative’s last amendment proposal which allotted 7.5% of the revenues, half of the 15% proposed by Governor Kelly Ayotte and 15% less than what nonprofits currently receive from historic horse racing machines.

Thank you for acting swiftly by contacting House Finance Committee members to remind them of the essential role that nonprofits play in our state” said Kathleen Reardon, CEO of the NH Center for Nonprofits. “We will continue to monitor the proposal and speak out as the budget process unfolds.”
The House Finance Committee will vote on all amendments to HB2 next week before the budget goes to the House floor on April 10.
Charitable gaming is a critical source of funding for nonprofits that serve communities across New Hampshire. In 2024 alone, charitable gaming revenues provided over $39 million to support essential services.
