Lakes Region Mental Health Center (LRMHC) is the community mental health center serving Belknap and southern Grafton Counties. We provide services to 24 surrounding towns, and nearly 4,000 patients each year. A non-profit, private corporation founded in 1966, Lakes Region Mental Health Center is governed by a volunteer Board of Directors dedicated to our mission.  We provide integrated mental and physical health care to children, adults, elders and their families who are living with – and recovering from- mental illness and/or emotional distress. Our dedicated professionals provide the highest quality of healthcare and collaborate with many other organizations in the region to improve access to care and meet the mental health needs of the community. By working in partnership with other health care providers, hospitals, law enforcement, corrections, courts, school districts, social workers and public health officials, we are able to provide a continuum of care for our patients and improve the quality of life in the Lakes Region.

Description

Provides overall direction to the Human Resources function of the agency, which includes benefits administration, recruiting, payroll, clinical credentialing, training, and administrative services.   Is a member of and provides guidance to executive leadership, as well as all managerial staff, particularly with regard to the development and administration of Center policies to ensure compliance with appropriate state and federal legislation relative to the HR scope.

 

DESCRIPTION OF DUTIES & TASKS:

Under the general direction of the Chief Executive Officer and within the Center's policies and procedures, the Chief Human Resources Officer performs the following functions:

 

ESSENTIAL FUNCTIONS:

  1. Develops and recommends personnel policies and procedures; advises staff and management on the proper administration of these policies.
  2. Provides counsel to staff/management regarding personnel problems; mediates staff conflicts; ensures constructive disciplinary procedures are properly administered, and participates in employee termination issues.
  3. With the participation of the Chief Executive Officer and Chief Financial officer classifies positions and assigns salary ranges, ensuring internal and market equity; Reviews and participates in salary surveys. 
  4. Annually reviews and with the assistance of the appropriate managers, develops and revises job descriptions. Develops ladders for most positions to assure and promote growth opportunities
  5. Manages the agency’s employee benefits program.  With the CFO, works with the benefits broker to obtain the maximum benefits at the most competitive and affordable prices.  With the Human Resources Generalist, provides benefit advice and education to staff. Also serves as a point-of-contact for representatives of the benefit suppliers.  Serves as a Trustee for the Center’s 403b retirement plan.  Also assists in the design and implementation of internal benefit programs, such as tuition reimbursement, medical opt-out plans, leave policies, etc.
  6. Oversees the agency’s recruitment process, supervising the recruiter.  Outlines recruiting priorities and strategies. Participates directly in the recruiting process as needed. 
  7. Supervises the Education and Wellness Coordinator trainer, ensuring new employees receive a comprehensive relevant initial orientation to the Center upon hire. Through the oversight of this position oversees the training meets the need of compliance and staff development areas. 
  8. Supervises the coordinator of administrative services, for the daily operations of all outpatient services. 
  9. Assists in the coordination of the agency’s safety program.  Serves as a management member of the agency’s Joint Loss Management Committee.
  10. Provides overall direction to the Executive Administrator in establishing and maintaining the agency’s clinical credentialing system.
  11. Interfaces with the board at a minimum annually to supply relevant data on such things as turnover and assistance with their annual review process of the CEO. 
  12. Serves as a member of the agency’s Executive Team. Assists in the development of programs and policies that will affect the entire agency.
  13. Is the primary liaison to our identified employment counsel.  
  14. Administration reports to the CEO. 
  15. Performs other duties as assigned.
  16. Attendance is an essential function of this position.

 

QUALIFICATIONS:

Education: Master’s degree or relevant Bachelor degree in human resources, business or other related field.

Experience:

  1. Minimum of five to seven years in Human Resources.
  2. Prior experience in a Health Care environment.
  3. Prior experience with MS Office.
  4. Minimum of five years of experience in Human Resources management.
  5. Prior experience with Board interaction.

Licenses/Certifications: SPHR or SHRM-SCP certification, valid NH Driver’s License.

 

WORK SCHEDULE:

Generally works Monday through Friday with occasional requirements to after hours.

SALARY:

This is a full time exempt position with annual compensation per Lakes Region Mental Health Center’s compensation policies.
