Public Health Emergency Preparedness and Response Manager

The Partnership for Public Health mission is to improve the health and wellbeing of the greater Lakes Region through interorganizational collaboration and community and public health improvement activities.  The goal of public health is to improve the health of individuals, families, and the community through disease prevention, health promotion, and protection from enviornmental threats.

The Partnership for Public Health is looking for an energetic, full-time, Emergency Preparedness and Response Manager to coordinate, implement and evaluate emergency preparedness and response planning efforts including Point of Dispensing (POD) and Multi-Agency Coordinating Entity (MACE).  The Manager will report directly to the Executive Director and will work closely with local police, fire, medical personnel and volunteers to conduct training to improve community response to public health threats.  The ideal candidate will hold a bachelor’s degree or equivalent in emergency management, nursing, public health or related field and have excellent communication and interpersonal skills. 

  1. Bachelor’s Degree or equivalent experience in emergency management, nursing, public health or other related field. Clinical licensure as a Registered Nurse (RN)/Paramedic is a highly desired qualification for this position.
  2. Minimum of three years’ experience in public heath emergency planning and/or public health related initiatives. Each additional year of approved work experience may be substituted for one year of required formal education.
  3. Strong communication skills with a proven ability to develop effective collaborative relationships.
  4. Significant leadership skills, including ability to adapt, approach, style and methods to best engage, empower and sustain the involvement of community partners.
  5. Detail oriented, with an ability to track, follow-through and meet deadlines within workplan, including State contract obligations.
  6. Excellent communication and interpersonal skills; ability to teach, train, and conduct workshops.
  7. Experience with IRMS, NIMS, and other FEMA related software/training highly desirable.
  8. Time management and organizational skills, with the ability to effectively coordinate, implement, and evaluate multiple priorities and workplans.
  9. Demonstrates good judgment, problem solving and decision making skills.
  10. Ability to work a flexible schedule including weekends, evening, and during emergencies.
  11. Ability to work with diverse populations, demonstrating cultural competency and community awareness.
  12. Military, Emergency/First Responder, Public Safety, and/or Tactical Field Experience desired.
  13. Maintain appropriate current state driver’s license.
  14. Demonstrated proficiency in Microsoft Office, databases and web-based applications (internet, email, social media).

This position works with the public health networks (primarily in the Belknap County/Lakes Region Area) and community partners on a variety of priority areas, including Public Health Emergency Preparedness and Response, Citizen Corps, CERT and School-Based Influenza Vaccination Services, as well as a variety of other training and education strategies as appropriate.  Job responsibilities are listed below;

  1. Review and evaluate Point of Dispensing (POD) plans, facilitate workgroup meetings and revise POD plans as necessary.
  2. Review the Multi-Agency Coordinating Entity (MACE) plan, and make revisions as necessary.
  3. Review and evaluate Alternate Care Site (ACS)/Neighborhood Emergency Help Center (NEHC) plans, facilitate workgroup meetings, revise ACS/NEHC plans as necessary.
  4. Provide outreach to the Belknap County area communities and agencies in 15 cities and towns to increase participation.
  5. Review the Training and Exercise Plan for the region and facilitate recommended trainings.
  6. Attend in-service trainings; receive or conduct various training as needed.
  7. Work with the Citizen Corps to increase membership, participation, training and overall preparedness capacity in region.
  8. Serve as Vaccine Manager for the Partnership’s Regional Public Health Network.
  9. Coordinate and implement School-Based Influenza Vaccination Services.
  10. Conduct community education and training to respond to public health threats.
  11. Attend conferences/seminars/meetings as requested to ensure knowledge of the latest research-based strategies and approaches in the field of public health.
  12. Attend staff meetings; assist with assessments and evaluation processes to ensure ongoing quality improvement.
  13. Complete other duties as assigned by the Executive Director.
