Special Education Administrator

Catholic Charities New Hampshire provides human services to the poor and vulnerable throughout the state.  Trinity Health Partners Nursing Facilities, The New Hampshire Food Bank, Counseling, Community Outreach and advocacy, OUR PLACE, St. Charles Children’s Home are core programs of the agency.  Impacting over 1:13 people a year, Catholic Charities New Hampshire serves those in need regardless of creed.

St. Charles Children’s Home is pursuing Department of Education Private Special Education Program approval for its facility in Rochester NH.  The facility is currently operating as a service provider for public schools in the Greater Rochester area.  The facility serves grades K thru 5 in a therapeutic, supportive environment.  We are a small program with an expected maximum census of 36 children.  We are seeking to hire a qualified Special Education Administrator with endorsement/code 0003 or 0006 to assist with the transition to DOE program status.

The Special Education Administrator directs student support and special education programs and services at St. Charles School, and evaluates special education programs to ensure that objectives for student education are met. This person coordinates any accommodations necessary to implement IEPs, and interprets laws, rules, and regulations to students, parents, and staff.  Serves as part of the leadership team at St. Charles School.  This position involves some direct student instruction on a regular basis in our small setting.

  1. Coordinates Special Education services delivery and the development and implementation of new programs and/or processes for the purpose of improving student learning.
  2. Provides guidance and supervision to case managers for the purpose of maintaining highly qualified and effective staff, ensuring student learning, enhancing productivity of personnel, and achieving objectives within budget.
  3. Participates in special education team meetings as deemed necessary, workshops, seminars, etc. for the purpose of identifying issues, developing recommendations, supporting other staff, and serving as a representative of St. Charles School.
  4. Participates in ongoing program improvement and development.
  5. Performs other related duties as assigned for the purpose of ensuring the efficient and effective functioning of St. Charles School.  May be asked to fill in for staff positions in the event of staff absence.

Completed a master’s program in special education administration or a related area approved by the board and been recommended for this certification by the designated official of the preparing collegiate department of education; or

Completed a master’s program in special education or a related field, and demonstrated:

1.  The competencies, skills, and knowledge as listed in this job description; or

 2.  Experience in comparable educational leadership positions in education or other professions as specified in NH Ed 507.07.

Possession of a current New Hampshire teachers’ certificate as well as current NH certification with endorsement code 0006. 

Specific knowledge-based competencies required to satisfactorily perform the functions of the job include: pertinent laws, codes, policies, and/or regulations; personnel processes; standard business practices; program planning and development; concepts of grammar and punctuation; instructional procedures and practices; age - appropriate student activities; safety practices and procedures; stages of child development/ behavior; and conflict resolution.  Extensive knowledge of software tools for education and student data management is needed. 

Practical working knowledge is needed of the following:

  • Models, theories, and philosophies that provide the foundation for the administration of programs and services for students with educational disabilities and their families
  • Instructional methods applicable to the field of special education.
  • Texts, materials, supplies and equipment necessary in carrying out educational programs.
  • Current literature, trends and sources of information in the field of education.

Have completed at least 5 years of experience as a special educator or in a related field.  Experience as a special educator shall include but not be limited to the roles of general special education, speech-language pathologist or specialist, school psychologist, blind and vision impairment, deaf and hard of hearing, specific learning disabilities, intellectual and developmental disabilities, physical and health disabilities, and emotional and behavioral disabilities.

Excellent leadership and human relations abilities. Able to organize, coordinate, and direct projects. Strong oral and written communication abilities. Solid analytical and technical skills. Able to use all related hardware and software.

Monday through Friday 8 AM to 3:30 PM according to the Rochester school schedule.  Respond to emergency situations and occasional requirements to participate in special events.
